Of all the post-American states in California, few know the wealth and power of Frisko.

An oligarchy of 240 years, Frisko is the largest trading port on the West Coast and stands as the financial titan of the region. Ruled by a collection of bankers, land owners shipping leaders, and investors, Frisko is a nation of both great wealth, and great poverty, however few dare to rise up against their owners in the face of the numerous private armies employed by each local oligarch.

In 15 LY Frisko was completely destroyed by the largest earthquake in the history of California; but rather than abandon the city completely some of the areas more industrious residents worked to clear the rubble and provide new homes for the thousands left in poverty by the Quake. These "founders," worked to reopen Frisko's ports and by 35 LY the city was once again the great trading hub of the West Coast.

For nearly a century Frisko prospered under near-Libertarian economics, kept in check by local leaders comittment to the prosperity of the local populace. However in 131 LY, that changed significantly with the death of most of the city's banking leaders, leaving banking power exclusively in the hands of one single banking firm (it is speculated that foul play was involved, however no evidence for this has ever been produced.) With the majority of banking power in the hands of one firm, interest rates could rise without any competition, and the citizens of Frisko were powerless to stop them; to the point that just in a few short decades, Frisko had gone from Libertarian land of opportunity, to a true Oligarchy.
