An oddity of the post-American world, the Pacific North-west has never had more than very minor examples of Monarchies. Shortly after the collapse the Seattle City State was established as one of the first Post-American societies on the continent, based on the ideals of technocratic governance, and freedom from religion.

In as little as a century Seattle had unified most of the Puget sound, as a single state; engaging in the occasional war with the Olympians, or Portlanders, or Victorians to the north. Eventually the North-West was united under the short lived Kingdom of Cascadia, which lasted for a mere 15 years, before breaking up into three states. Unity was only achieved after the Technocratic leadership of Seattle established non-governmental chapters in the surrounding states, eventually organizing a peaceful annexation of Portland, and a coup in Victoria. This eventually formed into the world's first Technarchy, a government led not by elected officials, nor church appointed ones, but rather a formal council of Technical experts, appointed by a council of merit; made up of the same experts.

Nearly a century ago, this changed with the establishment of a slightly more democratic system, by which internal elections from local guilds within each territory would appoint members to the legislative council. This was conducted primarily due to the corruption and cronyism that had emerged from the previous system.

The legislature, the Council of Admins, periodically elects from their own ranks a Chief Admin to serve as moderator of legislative proceedings, and would be the equivalent of Prime Minister in most countries. Likewise, with the reforms of the last century, the Primarchs of the various territories (the equivalent of Governors) are required to periodically elect an Arbiter to lead the military, and coordinate the policies of the central government with the various territories.
